On Oct. 10, 2017, the National Arts Fund 2017 Art Talent Cultivation Financing Project Man Nationality Handcraft Creative Talent Cultivation had welcomed its opening ceremony in Dalian Academy of Arts. The former undersecretary of Ministry of Culture and honorary curator of the National Library Zhou Heping, the deputy director general of the art department of Dalian Broadcasting and Entertainment Bureau Miao Yujun, the director general of the Culture Department of the Propaganda Department in Jinpu New Area of Dalian Xu Zuowen, the former principal of Dalian School of Arts Ma Zhiguang, the director of Dalian Art Research Institute Yang Jinfeng, the executive director of Dalian Art College Wang Jing, the secretary of the teaching work department of Dalian Art College Zhang Xiaomei, had attended the course opening ceremony together with 30 students from 14 colleges and universities and enterprises from four provinces and one district. The course opening ceremony was hosted by Zhang Zhiyu, the project leader, dean of the Costume Institute of Dalian Art College, and director of the intangible cultural heritage research center of Dalian Art College.
The declaration subject of this project is Dalian Art College, the cooperation units are Liaoning Intangible Cultural Heritage Protection Center and Dalian Intangible Cultural Heritage Protection Center, while the organizers and executors are the Costume Institute of Dalian Art College and the Intangible Cultural Heritage Research Center of Dalian Art College.
The project aims at analyzing and understanding the folk handcraft symbols of the Man nationality, abandoning the accumulation of the tough and rough simple symbols, understanding the spirits behind the system content, and applying the internal spirit of the folk handcraft symbols of the Man nationality in the modern design through the modern design skill. Through the modern design method and application, the breakthrough and creation of the folk handcraft can be achieved. The creative research on the folk handcraft of the Man nationality had offered a way to explore the complete renaissance of Chinese culture. The lessen learning had essentially guided the writer to undertake a high-quality art creation under the humanity rational thinking.
Miao Yujun, the deputy director general of the art department of Dalian Broadcasting and Enterprise Bureau, had represented the National Arts Fund Management Center and Liaoning Culture Bureau to undertake the supervision and inspection to the project and given a speech. He had mentioned that, through the investigation, the course arrangement and the student situation were luxurious in the expert team, powerful in the student team, strategic in the course design and the theory structure, and closely integrated in the intangible cultural heritage and practice. This project was hoped to be the excellent case for the art talent cultivation project in Liaoning or even the whole country.
After the opening ceremony, Professor Zhou Heping, the former undersecretary of Ministry of Culture, honorary curator of National Library, committee member of the 11th CPPCC and doctoral supervisor of Chinese Art Research Institute, had began the first course of the training.  The topic was Insist in Cultural Confidence and Strengthen the Intangible Cultural Heritage Protection. Professor Zhou Heping had explained from four aspects: the Chinese traditional culture is the foundation for holding the culture confidence, the intangible cultural heritage protection work, the main experience on the intangible cultural heritage protection, the principles that the intangible cultural heritage protection that should master.
